The compliance surface
You cannot fix an hour record after the fact.
So it has to be right while it is being written. Every entry is append-only, enforced by the database itself — not by a rule someone can forget.
- Corrections supersede, never overwrite. A new row carries the reason and points at the one it replaces. The original stays, marked void.
- Instructors verify, they do not edit. Verification stamps who confirmed a record. It is not an opportunity to change it.
- Every hour figure is configuration. No total, cap, or exam gate is written into the code, so a rule change is a data change.
